Case for dry scrubbers for Indian Power plant
Bob Giglio of SHI FW makes a case for CFB dry scrubbers for the 60,000 MW of coal fired power plants in India which are less than 500 MW and are older. SHI-FW has provided CFB dry scrubbers with a capacity of 300 MW both to China and the US. Advantages include the low water requirements.

A large combined heat and power (CHP) plant in Iași, Romania needed to meet new So2 emission limits. Two of the plant’s 420 T/hr steam boilers still operate on pit coal, with a fuel oil back up, and the plant took this project as an opportunity to upgrade the entire control infrastructure for the power-generation system. For this project it employed Romanian company, Elsaco Electronic SRL – a member of the Rockwell Automation PartnerNetwork™.

This study by Sargent & Lundy provides methods to determine costs of DSI for acid gas removal. The sorbent requirement is a function of particle size, particulate control device, and other factors. 2016 cost factors are utilized. Based on commercial testing, removal efficiencies with DSI are limited by the particulate capture device employed. Trona, when captured in an ESP, typically removes 40 to 50% of SO2 without an increase in particulate emissions, whereas hydrated lime may remove an even lower percentage of SO2. A baghouse used with sodium-based sorbents generally achieves a higher SO2 removal efficiency (70 to 90%) than that of an ESP. DSI technology, however, should not be applied to fuels with sulfur content greater than 2 lb SO2/MMBtu.

IAC Recirculating Dry Scrubber 2009 Patent
The present invention provides improved boiler assemblies (10) with enhanced pollution abatement properties through injection and recycling of particulate sorbent materials including sodium bicarbonate, trona, and mixtures thereof. The assemblies (10) include a boiler (12), economizer (14), air heater (15), and recirculation reactor (16). Fresh sorbent material is introduced via assembly (60) into the boiler assembly (10) at one or more injection locations, and serves to sorb NOx, SOx, and other pollutants in the flue gas. The flue gas and entrained sorbent material then pass through reactor (16) for separation of sorbent, which is then recycled for injection back into the assembly (10) upstream of reactor (16). The present invention can also be used in industrial applications where the same emissions are generated and are needed to be controlled. Examples of such applications are Cement and Lime Kilns.

Dynegy SDA installation at Baldwin is permitted for new wastewater discharges
The subject facility has applied for a renewed NPDES permit which includes modifications that necessitate an antidegradation assessment. New wastewater discharges will be created as the result of the construction and operation of new dry flue gas desulfurization systems (Spray Dryer Absorbers or SDAs) at all three units at the complex. The installation of these systems was required by the terms and conditions of a 2005 Consent Decree between Dynegy, the state of Illinois, USEPA, and the U.S. Department of Justice. Construction of the Unit 3 SDA system and baghouse has been completed and they were put into service prior to December 31, 2010. The Unit 1 SDA system and baghouse were placed into service by December 31, 2011. The Unit 2 SDA system and baghouse were placed into service by December 31, 2012. The new discharges from these systems would consist of sump discharges, air compressor noncontact cooling waters, and miscellaneous floor and storm drainage waters. Dynegy is requesting authorization to discharge these wastewaters to the existing bottom ash pond system and include these discharges as contributory wastewater streams to Outfall 001. Sump discharges are not expected to occur more than once per week with each discharge lasting approximately five minutes. Based on the current operation of the Unit 3 sumps (projected discharge of 0.127 MG/year), it is expected that sump discharges for all units would contribute 0.38 MG/year of flow to the ash pond. Air compressor noncontact cooling waters from the new SDA systems (6.5 MGD) and miscellaneous floor and storm drainage waters would be received by the cooling pond and would be potentially discharged from Outfall 002 during overflow conditions

More than 100 MATS Extensions The NACAA table contains information from 58 agencies in 45 states, DC and Puerto Rico. According to the responses, 107 facilities have made extension requests, of which 98 have been granted, five are under consideration, two were returned to the facilities for additional information and two have been denied, to date. The respondents indicated that approximately six more requests may be forthcoming. According to EPA’s Regulatory Impact Analysis, there are 460 coal-fired power plants that are affected by the MATS rule. The details by State are shown at MATS EXTENSION SURVEY MAY 2014.

Solios points out waste disposal advantages of entrained flow
Solios provides a counter argument to the presentations at the March 27 webinar which in one case indicated that SDA has an advantage in terms of waste disposal. Solios contends that it is not only a question of quantity but of potential use. The attached information shows that there are beneficial uses for the entrained flow dry scrubber waste.

Alstom NID is installed in coal fired power plants as well as incinerators and steel mills
Alstom has a number of installations of a unique type of CDS scrubber desgignated NID. There are a number of installations including 5,000 MW in China and units as large as 585 MW in the U.S. A unit is slated for TVA Gallatin. Two 660 MW systems are being installed at Homer City.

Extensive CDS Experience Already Gained in U.S
Lime and hydrated lime are widely available to meet the demands of FGT applications in the U.S. power industry. Lime-based CDS technologies have become popular options to achieve very high removals of multiple pollutants produced from solid fossil fuel-fired electricity generating units. Four lime-based CDS technologies have been installed in 12 PC boilers and 12 CFB boilers. Constructions are underway at 15 PC boilers. These technologies are applied to units with sizes ranging from 58 to 690 MW. Data obtained from AES Greenidge and Sandow Stations showed that the emission limits of Hg, filterable particulate, and HCl mandated under the Mercury and Air Toxics Standards were met. CDS is capable of handling solid fuels with various sulfur contents. CDS is capable of handling wide swing load. Multiple CDS reactor vessels can be placed in parallel to process flue gases from larger units

Spray Dryer FGD at TEP Springerville
The dry FGD system for each unit comprises three spray dryer absorbers (SDA) with rotary atomizers and a reverse-air fabric filter. The Springerville Station receives high-calcium pebble lime via rail, and a pneumatic system transports the lime to a day bin located at each unit. Horizontal ball mill slakers convert the pebble lime to lime slurry, which is combined with a slurry of recycled material from the fabric filter just prior to being fed to the rotary atomizer. When the units were constructed, the dry FGD systems were built with a partial bypass, the result of which is that 75% of the flue gas is treated in the spray dryers and the bypassed flue gas is recombined with the scrubbed stream before entering the fabric filter. TEP, with S&L as Owner’s Engineer, implemented the following modifications to reduce NOX and SO2 emissions: • Installation of low-NOX burners and overfire air (NOX). • Installation of a fourth spray dryer and elimination of the flue gas bypass (SO2).

Shiaw Tseng, Marketing Manager at Graymont, Inc., described a multi-pollutant control system for existing coal-fired power plants using lime-based Circulating Dry Scrubbers (CDS) to remove SO2, SO3, HCl, and HF. He presented the results of performance guarantee tests conducted at the AES Greenidge Station Unit #4 (107 MW) burning eastern bituminous coal (2.5 to 3 percent sulfur) with a CDS and baghouse. These tests showed pretty impressive reductions of SO2, SO3, Hg and HCl to levels that were well under the limits in the proposed utility MACT. Advantages of this system include a relatively small footprint, fuel flexibility (including biomass), low water consumption and dry byproducts (no wet sludge). Interestingly, the CDS system achieved better mercury reduction than using ACI under the same operating conditions, indicating that ACI is not required. These systems are currently operating at 14 plants in the U.S.

Improving ESP Performance Webinar - Hot Topic Hour January 20, 2010
ESP Performance Improvement can be Substantial - Hot Topic Conclusion on January 20 There has been lots of focus on replacing ESPs with baghouses to meet upcoming regulations. The speakers in the Hot Topic Hour yesterday said there is an alternative. You can upgrade existing ESPs and achieve results which may satisfy future requirements. Dr. Yougen Kong, P.E., Technical Development Manager at Solvay Chemicals, Inc., told the attendees that “there is a better alternative to SO3 for conditioning electrostatic precipitators.” Trona addition system is simple and its capital cost is much lower than that of a SO3 production and injection system. Trona is relatively inexpensive and can be injected in several places. Mick Chambers, Southern Environmental, Inc, said that you can upgrade your ESP and with halogen-based additives in the coal, you can meet the particulate and mercury regulations. He showed that the SCA of recent installations has been relatively low and yet the performance high. So the footprint of a retrofit does not have to be large. When asked about the wet ESP using a fabric for the collection plate, Mick said that it is a good option and successful on industrial boilers and process applications. We were sorry to learn that John Caine passed away in a tractor accident last September. John had represented SEI in several of our previous Hot Topic Hours and has long been a contributor to the industry. Steve Jaasund, Manager Geoenergy Division A. H. Lundberg Associates, made a case for adding a wet ESP after the FGD system to meet the upcoming MACT regulations. In the discussion period it was speculated that the new mass monitoring requirements would make it more difficult for dry ESPs to meet emission limits. The wet ESP will eliminate the exceedance spikes associated with a stand-alone dry ESP. Paul Leanza of Pollution Control Services, Inc. indicated that many utilities have the opportunity to greatly improve performance of their existing precipitators. He indicated that 50 percent of the emissions occur during rapping (rapping reentrainment). These particles are relatively large and do not cause opacity spikes proportional to the mass increase. It was speculated that with mass monitoring this phenomenon will be an unpleasant surprise. Emissions will be higher with mass monitors than they were thought to be with opacity monitors and periodic stack testing. Ron Landreth of Albemarle was pleased to find that their brominated PAC actually improves precipitator performance whereas the non-brominated PAC may add to emissions. So it is worth considering brominated PAC to capture mercury and reduce particulate. Jean Bustard of ADA-ES (ADA Environmental Solutions LLC) related experience with a proprietary conditioning chemical which has performed well and does not impact mercury capture with PAC. The company offers another approach to conditioning hot side precipitators.

David W. South, Manager of Business Development at Amerex, drew from a considerable bank of experience the company has gained with some 50 MACT related boiler installations in the last five years. One unit on a PC boiler with carbon injection and a fabric filter is using 2.2 lbs/MMacf of B-PAC. Inlet mercury is 20 lbs/TBtu versus 2.5 lbs/TBtu on the outlet. Another with only 2.0 lbs/MMacf is reducing mercury from 25 lbs/TBtu to less than 2 lbs/TBtu.
