EGTEI methodology: update of costs for LCP- Draft minutes of third meeting of June 11, 2012

Objectives of the meeting The objectives of the meeting were to examine the state of progress of the work by the secretariat CITEPA and KIT, respectively for SO2 / PM (CITEPA) and NOx (KIT). A series of slides for discussion was prepared by the secretariat and discussed during the meeting in order to progress in the estimations (presentation pdf joined to these minutes). Main results of the discussions After some slides describing the main results of the meeting of 31 January, the success of the questionnaires send on April 5th, 2012 was discussed. The EGTEI secretariat has developed two questionnaires. One questionnaire in EXCEL format aims at collecting cost data for plants. A second questionnaire was developed to answer to comments of experts to the document prepared for the January meeting, presenting the methodology and assumption/parameters which have to be updated. This document is a word document summarizing the parameters used in the methodology and asking for comments and/or new data.

Arizona Opposes EPA's Visibility Plan to Install New Expensive Pollution Control Equipment

State officials and utilities are trying to kill a plan by the U.S. Environmental Protection Agency to force owners of three coal-fired power plants to install expensive pollution control equipment to improve visibility. State officials argue that the federal proposal to reduce NOx will impose hundreds of millions of dollars of unnecessary costs on utilities — and, by extension, their customers. The proposed reduction is also believed to have no affect on public health, instead it is based on EPA’s claim that the pollutants are impairing visibility in natural parks. This controversy pits economics against visibility. The state believes that putting such a restriction on the power plants is part of the current administrations plan to make fossil fuel power not cost effective, and thus not worth while to the customers.

B&W has SaskPower Order for Boundary Dam Life Extension

Babcock & Wilcox Canada Ltd. (B&W Canada) has been awarded a $107 million contract from SaskPower to engineer, manufacture, deliver and construct critical components for SaskPower's Boundary Dam Unit 3 in Estevan, Saskatchewan. The boiler retrofit for Boundary Dam Unit 3 is an integral part of the plant's life extension and conversion to allow for the capture of carbon dioxide through SaskPower's Integrated Carbon Capture and Storage Demonstration Project. , B&W Canada will engineer and supply all heat transfer surfaces and a new combustion system with low-NOx technology to provide SaskPower's Boundary Dam with a 30-year life extension and improved plant performance.
