BRIAN HIGGINS – NALCO MOBOTEC

 

 

 

BIO: Brian Higgins received his Ph.D. in 1995 from the University of California at Berkeley in Mechanical Engineering. After graduation, he worked at the Combustion Research Facility at Sandia National Laboratory. From 2001 through 2003, Dr. Higgins was an Assistant Professor at Cal Poly. He left Cal Poly to become the Vice President of Technology at Mobotec, where he has worked to advance combustion improvement and emission reduction technologies."

 

ABSTRACT: Nalco Mobotec's View on the Proposed Utility MACT Rule

Discussion points: I will discuss the proposed Utility MACT rule, complicating factors, CSAPR coordination, and possible changes that may end up in the final rule. Also, I will discuss a compliance strategy that takes these into consideration.

 

 

 

KASI DUBBS - TRINITY CONSULTANTS

BIO - Kasi Dubbs is a managing consultant in Trinity’s Kansas City office, where she provides air quality consulting services to a wide variety of industries with extensive experience working with electric utilities.  Most noteworthy for today, she has been following the rule making activity related to the Utility MACT since the early 2000’s time frame and has assisted a number of companies in the preparation of technical comments on the rule.  In addition to the Utility MACT, Kasi has also assisted companies in the preparation of technical comments on related rules, including the Industrial Boiler MACT and the new Cross State Air Pollution Rule.  Kasi has taught several workshops on the rules, and she is familiar with some of the more common “issues” associated with the rules.

 

ABSTRACT: The presentation will summarize the processes and methods that EPA used to set the emission limits for the Utility MACT, with an emphasis on the processes and methods used to establish the MACT floors.  The presentation will review the data that serves as the basis for the limits and describe EPA’s analysis of the data.  Potential shortcomings in EPA’s data analysis, as identified by a number of stakeholders during the public comment period for the rule making, will be highlighted.
