DEREK STUART – LAND INSTRUMENTS INTERNATIONAL

BIO: Derek Stuart is the Market Sector Manager for Land Instruments International. He has BSc(Hons) from University of Edinburgh in Scotland. He has over 25 years experience in air pollution measurements, and holds a number of patents for improvements in measurement technology. ABSTRACT: The use of transmissometry to measure smoke and dust emissions from stacks dates back to the work of Professor Ringelmann in the 19th century. For many years, continuous opacity monitors have been used to demonstrate compliance with emissions regulations in the USA. Calibrating an opacity monitor to measure PM according to 40 CFR 60 Appendix B Performance Standard 11 is relatively straightforward and provides a direct, reliable measurement of PM concentration.

CRAIG CLAPSADDLE – MECHANICAL SYSTEMS, INC. (MSI)

BIO: Craig Clapsaddle is the BetaGuard PM sales manager at MSI/Mechanical Systems, Inc. Craig joined MSI in 2001. His main responsibilities are the sale, start-up and testing of their continuous particulate emission monitor. Prior to joining MSI, Mr. Clapsaddle was employed for five years at Midwest Research Institute, three years at Kilkelly Environmental Associates, and four years at Galson Corporation. At MRI, he assisted with major revisions to PS-11 and authored EPA’s report, “Current Knowledge of Particulate Matter Continuous Emission Monitoring.” At KEA, he was a CEMS consultant and conducted CEMS certifications. At Galson Corporation, Craig started his career as a stack tester. Mr. Clapsaddle has over 23 years experience in the field of source emission monitoring. He has a M.S. degree in Meteorology from Penn State.

ABSTRACT: Mr. Clapsaddle will briefly describe the MSI BetaGuard PM CEM and discuss what companies can do to insure accurate, repeatable data from their PM CEMs.

DAVID M. MOLL – AECOM ENVIRONMENT

BIO: Mr. Moll is a senior program manager for AECOM.  He has 29 years experience managing and conducting emission measurement and CEM certification test programs.  His specialty is in the field of continuous monitoring where he has managed numerous CEMS certification, emission measurement and installation programs for clients.  He was also involved in the evaluation of new CEMs for the measurement of mercury and filterable particulate matter during the proposed hazardous waste combustion MACT.  His has thorough regulatory knowledge for 40 Part 60, 63 and Part 75 monitoring and testing requirements.  He has been involved with numerous compliance audits for utilities reviewing CEM operations, maintenance and QA activities.  He is a qualified stack testing individual for Groups I and III and is a member of the Source Evaluation Society and the Air and Waste Management Association.

ABSTRACT: Mr. Moll will discuss the different types of continuous particulate emission monitors, their measurement techniques and limitations to perform measurements on certain emission sources.  He will review EPA certification requirements for PM CEMs and the EPA test procedures used to correlate these instruments.  He will also discuss upcoming challenges for industry if included in the final Utility MACT regulations.
