MACK MCGUFFEY - TROUTMAN SANDERS LLP

 

 

 

BIO: Mack McGuffey practices environmental law as an associate in Troutman Sanders' Atlanta office and specializes in regulatory compliance under the Clean Air Act. He represents electric utility and industrial clients on a number of important air quality issues, including New Source Review, Title V Operating Permits, and Maximum Achievable Control Technology standards, and is a member of Troutman Sanders' Climate Change and Renewable Energy Practice Teams. Mack also has experience in enforcement action and litigation matters as well, and has helped defend clients against a wide variety of environmental claims.

 

ABSTRACT: EPA's proposal to re-promulgate its previously vacated boiler standards threatens to increase the stringency of those standards dramatically.  Intending to implement the National Emissions Standards for Hazardous Air Pollutants, EPA's proposed rule imposes a Maximum Achievable Control Standard for five hazardous air pollutants or surrogates of hazardous air pollutants emitted from industrial, commercial, and institutional boilers and process heaters.  The standards will apply to both new and existing sources and require the installation of costly new pollution control equipment within a maximum expected compliance deadline of three years following finalization of the proposed rule.  This presentation will summarize the MACT program generally, explain how EPA plans to implement that program for industrial boilers and process heaters, describe some of the legal issues associated with the applicability of EPA's proposal, and cover a few technical issues that the regulated community will face in attempting to comply with the rule.

 

 

MIKE SCHANTZ - LHOIST NORTH AMERICA

 

 

BIO: Michael D. Schantz is a registered Professional Engineer who serves as the Director of New Business Development for Lhoist North America’s Flue Gas Solutions Group.   Mr. Schantz received his B.S. in Civil Engineer from Iowa State University and subsequently received an MBA from Kennesaw University.  While at Lhoist his primary focus has been on the development of new calcium-based emission control solutions.  Prior to joining Chemical Lime in 2000, Mr. Schantz’s career was focused on the development of new products and markets for industrial co-products including coal combustion fly ash and synthetic gypsum.  Mr. Schantz lives in Colorado with his wife and two daughters, with whom he enjoys exploring the nearby mountains.

 

ABSTRACT: A Low Capital Approach to HCl Control for Industrial Boilers

 

With the pending Boiler MACT requirement for Industrial Boilers to achieve dramatically lower levels of HCl emissions, Lhoist North America has investigated how calcium hydroxide can be used in Dry Sorbent Injection systems to meet these new limits.

 

Results from recent pilot combustor studies will be reviewed.  The results clearly illustrate that under the right conditions, these relatively low capital cost systems can be utilized to effectively capture HCl.  The benefits of optimized hydrated lime materials for this application will also be discussed.

 

 

DAVE NOVOGORATZ – BABCOCK & WILCOX

 

ABSTRACT: Dave Novogoratz, Business Development Manager for Babcock & Wilcox Power Generation Group will provide a summary of the proposed rules for the Industrial Boiler MACT including the emission limits as well as monitoring and reporting requirements.  He will also review potential compliance technologies for each of the proposed “MACT Pollutants”.

 

 

DR. YOUGEN KONG – SOLVAY CHEMICALS, INC.

 

ABSTRACT: Dry Injection of Trona or Sodium Bicarbonate to Mitigate HCl and SO2 from Industrial Boilers

 

Dry injection of trona or sodium bicarbonate is a low-cost technology to achieve high HCl (> 99%) and SO2 (> 90%) removal from industrial boilers.  This presentation will address the system performance, design guidelines, and capital & operation costs. 

 

 

SHIAW TSENG – GRAYMONT

 

 

BIO: Shiaw Tseng is a marketing manager with Graymont, a privately owned company headquartered at Richmond, British Columbia, Canada.  Graymont owns and operates 8 lime plants in Canada and 7 lime plants in the U.S.  Graymont is a minority owner of Grupo Calidra, the largest lime producer in Mexico.  Shiaw received his PhD in Chemical Engineering from the University of Texas at Austin. He has more than 20 years of experience in the arena of air pollution control.  Shiaw was awarded six U.S. patents and has presented more than 20 papers.  In his current role, Shiaw is responsible for market assessment in combustion flue gas treatments and providing technical supports to internal and external customers.

 

ABSTRACT: Circulation Dry Scrubbers for Industrial Boilers

 

Lime-based circulation dry scrubbers (CDS) of various designs are used in the U.S. and other countries to control the emissions of pollutants generated from coal-fired boilers.  In this presentation, process characteristics of a typical CDS system will be given.  Data collected from several lime-based CDS units installed at electricity and non-electricity generating units show that a CDS system can achieve very high removals of multiple pollutants generated from industrial boilers.

DAVID SOUTH - AMEREX

 

 

BIO: David W. South is Manager, Business Development for Amerex.  David has over 30 years experience working on energy/environmental technology, market and regulatory matters, including assisting technology vendors with “go to market” strategies, project financing, and emission credit trading and valuation.  Prior to joining Amerex, David was President of Technology & Market Solutions, LLC and Senior Program Manager, Technology & Environmental Policy at Argonne National Laboratory.

 

ABSTRACT: Amerex--Experienced and Ready for Boiler MACT Compliance

 

Amerex has greater than 2,000 air compliance technology solutions installed on industrial-scale boilers and processes.  Ten of these installations were in response to the 2004 Boiler MACT, where Amerex installed fabric filters, spray dryer absorber modules and sorbent (carbon, lime) injection systems on industrial and university boilers ranging in size from 25,000 to 79,300 ACFM.  Most of these systems will meet the 2010 MACT requirements.  This presentation will outline the suite of compliance technologies Amerex can deliver for PM, Hg, HCl, SOx and D/F emissions control on coal- and biomass-fired boilers in response to the 2010 Boiler MACT.  Amerex is your “Smart Compliance” partner.

 

 

ROBERT FRASER – AECOM ENVIRONMENT

 

BIO: Robert (Bob) Fraser, QEP, is a Senior Technical Director for Power Generation Services within AECOM Environment.  He is a Mechanical Engineer with 33 years of experience (including ten years working in industry with solid fuel combustion systems).  In addition to hundreds of BACT and RACT control technology studies, he has prepared successful 112(g) case-by-case MACT demonstrations for new PC and CFB boilers, as well as MACT compliance strategy projects for over 100 solid fuel-fired industrial boilers.  Bob is currently leading AECOM’s national boiler and utility MACT consulting practice.

ABSTRACT: Industrial boiler owners are in the process of evaluating compliance alternatives under EPA’s proposed boiler MACT Rules, scheduled to be issued final in December.  Detailed review indicates that the proposed boiler MACT Rules are highly flawed, in that limits are proposed that have yet to be achieved simultaneously and continuously by any known boiler.  In some cases, there is no known control technology that can be guaranteed to achieve compliance. 

 

 

J. PATRICK STEVENS – GOLDER ASSOCIATES

 

 

 

BIO: J. Patrick Stevens, Associate and Senior Consultant, Golder Associates

 

Mr. Stevens has over 24 years of experience as a mechanical engineer and air quality professional.  In addition to preparing permit applications and performing regulatory compliance negotiations, Mr. Stevens has specialized in Industrial Ventilation and Air Pollution Control Design.  He has directly participated in the design, installation, or trouble shooting of several hundred systems during his career.  Mr. Stevens has been involved in serving a variety of industry sectors including food & beverage, oil & gas, wood products, building products, steel & foundry, manufacturing, mining, solid waste and power generation.

 

ABSTRACT: Mr. Stevens will describe the results of an analysis of 16 biomass boilers in the wood products industry to determine whether or not they would meet the proposed existing source Boiler MACT limits for biomass boilers. The gap analysis will be described, as well as the areas where data is weak or missing.  In addition Mr. Stevens will indicate the additional controls suggested for each of the sources in order to meet the proposed MACT limits, as well as some cost estimates for meeting the proposed limits.

 

 

RICHARD MILLER – ADA ENVIRONMENTAL SOLUTIONS

 

 

 

BIO: Rich has been in the air pollution control industry for over 34 years with primary experience in all types of fabric filter and mercury control technologies for the coal-fired boiler industry.

 

Rich has been employed by ADA-ES, Inc. for five years as Vice President of Business Development, with primary sales responsibility for mercury control and dry sorbent management systems.  Previously, Mr. Miller was employed by Hamon Research-Cottrell as Vice President of Sales with primary sales and technical responsibility in particulate and mercury control technologies and was previously the Product/Applications Director for fabric filters for several years.  Prior to 1990, Rich was employed by Buell/GE Environmental (GEESI) as Senior Engineer in various technical and sales positions with direct responsibility for all fabric filter technologies. 

 

Rich is currently serving as Co-Chairman of ICAC’s Mercury Control Division and was previously Chairman of the ICAC Fabric Filter division and is an active member of the Council of Industrial Boiler Owners (CIBO).

 

Mr. Miller has an Executive MBA and a B.S. degree in Management, as well as an A.A.S. in Marine Science Technology, and has published numerous technical papers, articles and holds one patent. 

 

ABSTRACT: For my discussion, I will be concentrating on the Industrial Boiler MACT and its resulting impact on mercury and dioxin/furans control utilizing activated carbon as a primary control method.

 

I will also discuss an overview of the draft rules and technology issues facing industrial boiler owners in meeting the new EPA requirements, including the addition on fabric filters, scrubbers and use of dry sorbent injection systems.

BIO: Jon Miller, Technical Support Engineer Jon has over 18 years of engineering experience including 12 years of experience in power plant air pollution control technologies.  He has over 5 years experience in capital and equipment project management for the environmental sector.
