States need to take action now to meet ambient air quality limits already promulgated but not enforced until later. Could these actions in many states pre-empt the federal source limit rules by requiring higher efficiency removal devices? How will PM_2.5 be measured? If it includes condensables, which it probably will, then this is another problem. Is it possible that the states are so weak relative to enforcement that they will not take action?
