Subject: Mercury methods unresolved

 

EPA has completed the comment period for the proposed mercury rule.  A large number of comments relative to the procedures for mercury measurement were received.  It is apparent that there is a long way to go before accuracy is sufficient for trading purposes.  McIlvaine is continuing to analyze the developments in the online Monitoring and Sampling Knowledge System.

 

Measurement of SO3 and particulate is also in a state of confusion.  The State of Illinois is considering suing Cinergy over sulfuric acid mist damage to Mt. Carmel.  The State cited particulate quantities as possibly the basis for the violation. The role of SO3 contribution to PM25 needs further quantification.
