When Will the New U.S. Coal-Fired Plants Be Built?

McIlvaine is tracking all new coal-fired power plants and aggregating startup dates by megawatts. (World Power Generation Projects and Utility Environmental Upgrade Tracking System). There is a big discrepancy between the total megawatt projections published by Platts (McGraw Hill) and NETL (DOE). We believe Platts is too low and NETL is too high. NETL projects 7,000 MW of coal projects to start up in 2005 and another 10,000 in 2006 and an equal amount in 2007. However, since this compilation there has been lots of slippage. We are keeping our totals accurate by continually adjusting startup dates. The Steag 4 Corners project is now estimated for a 2008 startup date but that could slip if electricity purchase agreements are signed soon. Peabody signed a transmission agreement and received its water withdrawal permit for the planned 1,500 MW Prairie State Energy Campus in Illinois.
