Cross-State Air Decision Will Have Only Minor Impact on the Equipment Market
Earlier this week the Cross-State Air Pollution Rule (CSAPR) was vacated and effectively replaced with the original Clean Air Interstate Rule (CAIR). The McIlvaine Company forecasts that this development will change the U.S. FGD and NOx control market forecasts by less than ten percent over the next five years. It will have a less than one percent impact on the world markets. Here are the present forecasts in FGD World Markets and NOx Control World Markets.

U.S. FGD System Revenues ($ Millions)
Subject 2010 2011 2012 2013 2014 2015 2016 2017
Dry Lime 146 337 212 122 168 248 337 341
Other 45 103 65 37 51 75 103 104
Wet Calcium 1,019 2,343 1,471 846 1,171 1,726 2,342 2,371
Total 1,210 2,783 1,748 1,005 1,390 2,049 2,782 2,816

U.S. NOx Control Revenues ($ Millions)
Subject 2010 2011 2012 2013 2014 2015 2016 2017
Catalyst 433 378 458 394 378 409 445 393
SCR 989 1,449 731 811 863 907 339 359
Total 1,422 1,827 1,189 1,205 1,241 1,316 784 752
The minor aspect of the change in the market is due to the following:
• CAIR already requires most of what would be spent on CASPR
• The new air toxic rules which require HCl capture are an important driver independent of CASPR
• A large part of the U.S. FGD market is in upgrading existing systems
• Catalyst sales will be an increasingly large segment of the NOx market
• The U.S. is now a relatively small segment of the world market
The bigger variable is the way the states address their responsibility to meet ambient PM2.5, NOx and SO2 limits. The averaging period is over the next few years. This means state regulations should already be in place to ensure that the 2017 limits are achieved when averaging the previous three years. Very extensive NOx and SO2 removal would be required to ensure compliance. However, there does not seem to be a high level of concern about this requirement. Therefore the McIlvaine forecasts are based on the likelihood that the states will not take the mandated actions. If this should change, there would be a much larger air pollution equipment market.

Air Filtration and Pollution Control Hardware and Consumables Will Generate Revenue of $44 Billion in 2013
The sales of air pollution control equipment and consumables along with air purification equipment for buildings and plant ventilating systems will exceed $44 billion in 2013. This is the latest forecast in Air Pollution Management, a continually updated report published by the McIlvaine Company. (www.mcilvainecompay.com)
($ Millions)
World Region 2013
Africa 1,250
CIS 929
East Asia 21,004
Eastern Europe 1,376
Middle East 1,079
NAFTA 7,957
South & Central America 1,591
West Asia 3,605
Western Europe 5,599
Total 44,390
East Asia will account for 47 percent of the total. The construction of a large number of new coal-fired power plants is one reason for the large East Asia market share. Cement, pulp and paper, iron and steel are all industries which will contribute to the East Asia revenues.
The rapid expansion of commercial and residential buildings in East Asia is still another reason. Many of these buildings are incorporating forced air heating and cooling. All will have particulate filters and many will also have an ability to adsorb odors and gaseous pollutants.
The sales of filter media, nozzles, catalysts, scrubbers, precipitators, fabric filters, vessels and ductwork are all included in these totals. There are a number of filter media manufacturers who supply media for industrial as well as residential filters.
Large scrubbers are used to capture SO2 from power plant stacks. Small scrubbers are used to eliminate odors from food frying. Many different industries use scrubbers to remove acid gases, odors and particulate.
These forecasts include the catalysts used for volatile organic compound (VOC) destruction as well as for selective catalytic reduction (SCR) systems used in power, cement and chemical plants. The forecasts do not include the catalyst used in automobiles. These are included in a separate McIlvaine report.

Utilities Adding Renewables to the Mix
Utilities are seeking renewable energy projects to comply with regulatory requirements. These activities are tracked in McIlvaine’s Renewable Energy Projects and Update.
Xcel Energy Seeks More Renewables in New Mexico
Xcel Energy’s Southwestern Public Service Company (SPS) is seeking proposals for renewable resources other than wind or solar as part of its plan to diversify its renewable energy portfolio.
SPS is seeking, on an annual basis, approximately 88,705 MWh of “other” renewable energy generation as defined by the New Mexico Renewable Portfolio Standard (RPS), or an equivalent amount of biogas of approximately 665,300 MMBtu (one million British thermal units) to be in commercial operation no later than January 1, 2015. SPS prefers that the biomass resources be located in New Mexico.
This solicitation will enable the company to comply with regulatory requirements in New Mexico that call for 15 percent of the company’s New Mexico retail sales to be derived from renewable resources by 2015. As part of the diversity requirement, 10 percent of the total renewable resource requirement must consist of “other” technologies such as biomass, hydro, or geothermal.
DTE Energy Seeks Wind Energy Proposals
DTE Energy has issued a Request for Proposals (RFP) that is part of the company's plan to continue to add Michigan-based renewable power to its energy portfolio over the next two years.
DTE Energy is seeking approximately 100 megawatts (MW) of renewable energy from Michigan-based wind projects that will be operating by the end of 2013. This solicitation is part of DTE Energy's plan to meet Michigan's renewable energy goals.
To meet the state's renewable energy goals, DTE Energy expects to add about 1,000 megawatts, or 10 percent of its power, from renewable resources by 2015. The company plans to own facilities to supply up to half of that power and contract with third-party producers for the rest.
The majority of the company's renewable energy will come from wind resources, but it also has a solar energy pilot program that could produce approximately 20 MW. The utility's renewable energy capacity under contract is about 7 percent of total generation.
JCP&L Ranked in Top Ten for New Solar Installations
Jersey Central Power & Light (JCP&L) has been identified as one of the top 10 utility companies in the nation for the installation of new solar power within its service area. A report by the Solar Electric Power Association (SEPA) ranks JCP&L sixth with 53 megawatts (MW) of newly installed solar power capacity in 2011.
The SEPA report analyzed more than 240 utilities in the U.S. and recognized the top utilities driving solar growth. Collectively in 2011, U.S. utilities added almost 1,500 MW of new solar capacity, with the top 10 utilities representing 1,000 of those megawatts.
SEPA is an educational non-profit organization dedicated to helping utilities integrate solar power into their energy portfolios.
NorthWestern Energy to Seek Additional Community Renewable Energy Project in Montana
NorthWestern Corporation, d/b/a NorthWestern Energy, is preparing a Request for Proposals (RFP) to be released soon seeking approximately 25 MW of renewable generation that will qualify under Montana’s community renewable resource requirement. The RFP is intended to identify resources that can help NorthWestern Energy meet its obligations to procure cost-effective renewable energy from community-owned projects in Montana.
NorthWestern Energy projects a growing need for additional energy resources starting in 2014 and 2015 and needs additional community renewable projects starting in 2013. NorthWestern Energy encourages new and existing local developers to begin thinking of how they can bring forward a qualifying home-grown renewable energy resource for the benefit of its electricity consumers in Montana. Additional details regarding the criteria for qualification will be included in the RFP once it is issued.
Dominion Virginia Power Proposes New Rate to Encourage Solar Power in The Commonwealth
Dominion Virginia Power took a second step to add more of the sun's energy to its electricity grid by proposing a new rate that includes a premium to encourage customers to install solar panels and sell the electricity to the company.
In a filing with the Virginia State Corporation Commission (SCC), the company is seeking permission to buy solar-generated electricity from residential and small commercial customers at 15 cents per kilowatt-hour for a five-year demonstration period. The demonstration project would be limited to 3 megawatts total, or 3,000 kilowatts. The typical residential solar installation in the company's Virginia service area is 4 kilowatts.
The proposed rate is designed to pay a premium to customers who generate electricity with solar power to defray installation costs. The premiums would come from the contributions that Dominion Green Power customers make to support the production and development of renewable energy.
