Title: Harmful Aquatic Organisms in Ballast Water

This document provides information on the status of shipboard testing to the current D-2 standard for ballast water treatment, with implications for compliance assessment and enforcement when the Ballast Water Management Convention comes into force. We conclude that it will not be feasible to directly assess whether a vessel can meet all the numerical standards for compliance, and advocate a tiered approach to assessment, with addenda to the international standard that will facilitate this process.
