Tony Licata provided a good summary of the impact of environmental regulations on coal fired power. He observes that the economic pressures of compliance with the MATS rule and the price of natural gas available for power generation have directly resulted in the closure of more than 30 GW of coal-fired capacity. As a result, there have been regional shortages of fly ash sold to the cement industry. This shortage has caused fly ash to be imported from China in some cases.
