Paul W. Tomiczek III

Paul W. Tomiczek III, REM, P.E.

Mr. Tomiczek has nearly 30 years of experience managing environmental engineering projects, including remedial investigations, feasibility studies, remedial designs, and construction monitoring projects. Compliance support projects include environmental regulatory compliance audits, environmental plan preparation (SWPPP, SPCC, PPC), environmental regulatory submittals (EPCRA Tier Two, Form R, and biennial hazardous waste reports), and permit acquisition for industrial clients. He managed environmental programs at a large integrated steelmaking facility and has completed over 50 projects evaluating the environmental liabilities and environmental compliance issues at a wide variety of heavy manufacturing and industrial facilities.

Robert Valli, P.G.

Mr. Valli, a Principal with CEC, has over 20 years of diverse experience in managing, planning and implementing environmental investigations and cleanups. He holds Bachelor of Science Degree in Geology from Edinboro State University in Pennsylvania and a Master of Science Degree in Geology from Akron University in Akron Ohio. Mr. Valli’s experience had been nvolved with the assessment and cleanup of a wide variety of facilities including coal and asbestos processing facilities; hot and cold work steel mills; electrocoating and electronic component manufacturers; wood treating facilities; power stations; petrochemical manufacturing and storage facilities; bulk chemical and fuel storage facilities; textile mills; dry cleaners; scrap metal facilities; automotive and truck maintenance facilities and greenfield sites being considered for future development. More recently, he has become a leader in providing environmental support to the oil & gas industry. His oil & gas related experience includes performing pre- and post-drill sampling; installing leak detection monitoring systems; evaluating suitability of water withdrawal locations, developing water quality monitoring plans, preparing SPCC and water management plans, providing third party independent analysis for allegations of water quality impacts, and designing water treatment systems.

 

Thomas Maher:

Maher is a Principal with over 25 years of experience performing and managing diverse environmental and geotechnical projects. Mr. Maher’s diverse environmental experience includes Marcellus Shale exploration waste management and release remediation projects; state and federally lead Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) projects; state and federally lead Resource Conservation and Recovery Act (RCRA) projects; assessment, investigation, and remediation of electric utility properties including coal-fired power plants, ash disposal facilities, electric substations, transmission facilities, and office/storage facilities; assessment, investigation, and remediation of natural gas utility properties including transmission pipelines, compressor stations, mercury metering stations, office/storage facilities; landfill gas and leachate extraction and beneficial use projects; underground storage tank assessments, remediation projects and closures; Phase I and Phase II environmental assessments for various commercial and industrial properties to be sold and/or redeveloped; groundwater remediation and monitoring projects for residual, municipal, and hazardous waste landfills; assessment of the impact of previous deep and surface mining including handling and treatment of acid mine drainage; and permitting of processed waste materials for beneficial co-product use. Mr. Maher’s geotechnical experience includes design and monitoring subsurface investigations for residential, commercial, and industrial developments; geotechnical report preparation including conclusions and recommendations for shallow and deep foundations, earthwork, floor slabs, pavement, retaining walls, mine subsidence risk reduction, groundwater and surface water control, cut and fill slopes, infiltration basins, sedimentation basins, cement-bentonite slurry, and other barrier walls.

Kris Macoskey:

Kris is one of the leaders of CEC’s environmental practice area, with particular emphasis on environmental compliance and sustainability. Mr. Macoskey has over 23 years of experience managing environmental regulatory compliance projects for industrial facilities. He has expertise in identifying compliance gaps, filling those gaps, developing programs, and providing training aimed at maintaining ongoing compliance. Mr. Macoskey is knowledgeable in the core federal regulatory programs affecting industry and has special expertise in the area of air quality compliance and permitting having managed projects ranging from simple construction permit applications to major source Prevention of Significant Deterioration evaluations. Recent project experience includes clients in the following industrial sectors: coal-to-liquids, electricity distribution, coal preparation and distribution, steel coil coating, powdered metals, lithographic printing, plastic, chemicals, heavy machinery manufacturing, and paint/coatings manufacturing. James Zentmeyer:

Mr. Zentmeyer is a Principal Engineer at Civil & Environmental Consultants, Inc. with over 20 years of diversified environmental and geotechnical experience at sites throughout the United States. Mr. Zentmeyer’s primary focus is assessing and remediating contaminated soil and groundwater, permitting, and regulatory interface for commercial, industrial, municipal, state, and federal entities. As a Certified Professional under Ohio’s Voluntary Action Program, Mr. Zentmeyer is experienced with brownfield redevelopment, regulatory implications, and the acquisition/use of state and federal grant monies. He also has experience with environmental compliance and permitting, asbestos and lead-based paint, jurisdictional waters delineation and permitting, and storm water regulations, as well as geotechnical exploration and design. Doug Clark:

Mr. Clark is a Principal in CEC’s geotechnical engineering and construction services group. He has over 20 years of experience as a civil and geotechnical engineer responsible for subsurface investigations, engineering design services, and construction quality monitoring and testing. Doug’s projects often include the investigation of landslides, mine subsidence, and other ground instabilities. Many of these projects have included extensive drilling and testing programs, and instrumentation installation and monitoring. He has designed stabilization measures and monitored construction of anchored retaining walls and subsurface grouting programs. He has extensive experience in the design and use of structural geogrids for geotechnical engineering applications, including retaining wall and reinforced slope design, and foundation stabilization and pavement base strengthening. He has also conducted numerous geotechnical investigations and evaluations for commercial buildings, bridges, industrial equipment, earthen dams, and waste disposal projects. Rick Celender:

 

Rick . Celender is a Senior Project Manager at CEC’s Pittsburgh office with over 20 years of diverse experience in stormwater BMP maintenance and inspection, land development, environmental analysis, NPDES permitting, and civil engineering consulting. His experience with most aspects of land improvement design coupled with specialization in stormwater management provides unique insight into the current trends in stormwater management design, maintenance, and construction. Mr. Celender has given various presentations related to stormwater maintenance, inspection, and erosion control practices to Municipal Governments, the American Public Works Association, and the Pennsylvania Association of Conservation Districts (PACD). He is an accredited instructor for the CPESC (Certified Professional in Erosion and Sedimentation Control) exam review and is the Region 2, Mid-Atlantic CPESC representative and CPESC Council member. Mr. Celender is also a Certified Professional in Storm Water Quality (CPSWQ), has obtained OSHA Confined Space Entry Certification (29CFR1910.146), Wetland Delineator Certification through the Institute for Wetland & Environmental Education & Research (IWEER), Certification in Land Management and Water Control, Erosion and Sediment Control through the National Institute for Certification in Engineering Technologies, and attended Point Park University, Civil Engineering Technology program. Dustin Kuhlman:

Mr. Kuhlman, a Senior Project Manager at CEC, leads the civil engineering and site development practice group in CEC’s Pittsburgh office.  He has over 12 years of experience in the design and management of civil engineering projects with an emphasis on the design and permitting of projects for the oil and gas industry.  He has extensive experience in layout, grading, and erosion control design for well sites, impoundments, compressors, and pipelines related to natural gas exploration, production, and transmission in the Marcellus Shale play.  Mr. Kuhlman has worked with CEC’s natural gas industry clients and regulatory officials to successfully obtain permits for dozens of projects.  Examples of these permits include the Pennsylvania Erosion and Sediment Control General Permit (ESCGP-1), Chapter 105 general permits for water obstructions or encroachments, and water management plan approvals.  Through his involvement with these types of projects, Mr. Kuhlman has developed a thorough understanding of oil and gas production, exploration, and transmission operations and applies this knowledge to assist CEC’s clients in achieving their goals.  Mr. Kuhlman is a licensed professional engineer and holds a bachelor of science in civil engineering from the Pennsylvania State University.  Mr. Kuhlman can be contacted at 1-800-365-2324 ordkuhlman@cecinc.com.
