ABSTRACT:  The proposed Cement MACT initially looked to be a death knell for the US cement industry pushing a significant portion of the industry to shut down US cement plants in favor of importing cement from overseas markets that do not require the level of control that is proposed in this rule. A careful review of the literature suggests that may not be necessary for the majority of cement plants. A technique we recently researched for SOx controls for a cement plant looks to also provide added benefits that may allow many cement plants to comply with the proposed MACT standard. The technology is generically referred to as a Circulating Fluidized Bed Absorber or a Semi-dry Scrubber.
